Step 5: Let it install Restart once done and check. I was able to resolve this issue for myself with the following steps: 1 Create a new administrator local account.
Click and run the Troubleshooter for System Maintenance. Select Add a user without a Microsoft account in the bottom. Now type the username and password for the new account and click Next. Sign in to this new user account and see if the Windows Store is working or not.

Same problem, I've also posted with no response. I've tried all the fixes that have been recommended as well as creating a new user account. So far nothing has worked. My kids game on this pc, and there are a lot of Steam games that would have to be redownloaded. Like I said before, I am just going to wait for the next update. This will most likely correct it since it will be like a reinstall, with the benefit of keeping all my programs that are already installed.
If it does not fix it, losing access to the store and the MS apps are not that big of a deal. In reply to JamesShamray's post on February 9, I posted this question and the way I fixed it was by using the option to go back to windows 8 and then upgraded back to Windows
